2. APPROVAL OF THE MINUTES OF February 14, 2018

3. CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

4. BUILDING FACILITIES – Contract Award (Janet Coleman)
Contract #30869 between Douglas County and Patterson Plumbing for water line replacement in the Justice Building. Patterson Plumbing was the lowest bidder at $311,093.00.

5. COMMISSIONERS – Contract (Commissioner Boice)
Contract #30876 between Douglas County and Battered Persons Advocacy for 2017-2019 biennium Criminal Justice Commission Justice Reinvestment Grant Program funds, FY18 retroactive agreement. Term Dates: July 1, 2017 – June 30, 2018; Expenditure of $43,528.78.

6. PUBLIC WORKS – Delegation of Authority (Scott Adams)
Order delegating authority to Scott Adams as the Public Works Director and County Road Official pursuant to ORS 368.046.

7. PUBLIC WORKS – Order Authorizing Purchase (Scott Adams)
Order Authorizing Purchase of herbicide for Douglas County Roadway Vegetation Management from Wilbur-Ellis Company at the state price agreement rate (contract #6439). Expenditure of $127,322.85.

8. PUBLIC WORKS – Board Order (Scott Adams)
Board Order to adopt a transportation service policy for ODOT compliance.

9. SOLID WASTE – Franchise Agreement (Scott Adams)
Franchise Agreement between Douglas County and Sutherlin Sanitary Service, LLC to provide solid waste collection service.

10. SENIOR SERVICES – Intergovernmental Agreement Amendment (Jeanne Wright)
Second Amendment to Intergovernmental Agreement #149047 between Douglas County and Oregon Department of Human Services. This amendment extends the term to June 30, 2019 and increases funding to a maximum reimbursable of $177,592.00.

11. SENIOR SERVICES – Appointment to the Senior Services Advisory Council (Jeanne Wright)
Recommendation of the appointment of Vicki Boler to the Senior Services Advisory Council, Position 4, Central County. Term expiration date of 06/30/2020.

12. SENIIOR SERVICES – Appointment to the Senior Services Advisory Council (Jeanne Wright)
Recommendation of the appointment of Adam Jones to the Senior Services Advisory Council, Position 10, Central County. Term expiration date of 06/30/2020.

13. SHERIFF – Agreement Amendment (Brad O’Dell)
First amendment between Douglas County and Axon Enterprise, Inc. (formerly Taser International, Inc). Amendment formalizes company name change only. All other terms remain unchanged.

Speakers will be limited to three minutes with a total of 30 minutes allocated for this portion of the meeting.

The next regularly scheduled Board meeting will be held February 28, 2018 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
