MINUTES of the Board meeting held on February 10, 2010


1. PUBLIC HEARING – For Consideration of Amendments to the Douglas County Veteran’s Advisory Committee Ordinance
This is the first of two public hearings to consider amendments to the Douglas County Veteran’s Advisory Committee Ordinance. The Board will hold a second public hearing on March 3, 2010. The Board will hear testimony and receive written comments. All interested persons may appear and be heard.

2. PUBLIC HEARING – First Reading of Ordinance for County Surveyor
First reading of Ordinance No. 2010-02-02 changing the manner of selection of the County Surveyor. Second reading will be March 3, 2010 and effective date will be June 7, 2010.

3. ASSESSOR – Orders Refunding Taxes
Orders refunding taxes to: Jered & Jenny Carpenter ($1,352.70); Thomas & Donna Cossey ($313.96); Timothy & Catherine Devitt ($429.19); Sammie and Georgeanne Dunnavant ($321.80); Dion Hippler ($321.80); Stewart Parkway Medical Group LLC & Mercy Medical Center ($4,890.58); Mercy Medical Center Inc & Roseburg Heart Associates ($8,663.74); Community Cancer Center ($8,207.42); Donna Andrews ($352.74) and David and Susan Rising ($348.10).

4. COMMUNICATIONS – Lease Agreement/Cinnamon Butte
Lease Agreement with OWIN (Oregon Wireless Interoperability Network) to collocate on our Cinnamon Butte Communications Site. This is a five year agreement with an option to renew. The cost is $2,216.64 paid to the County yearly, with a one time installation fee of $1,250.00.

5. FLEET SERVICES – Order to Purchase (1) New Towable Brush Chipper
Order authorizing purchase from Morbark Inc. Oregon distributor “Enviro Chipper Ind., Inc. for a towable brush chipper in the amount of $39,420.00. Purchase options were thoroughly researched for this specialized equipment. Fleet Services typically does a Request for Proposal for this type of purchase; however, a machine meeting the County’s specifications was found to be on the Governmental Services Agreement (GSA). These types of purchases are exempt from competitive procurement under the Local Contract Review Board Rules.

6. HEALTH AND SOCIAL SERVICES -- Order Approving Director’s Designees
Order approving qualified Mental Health Specialists to serve as Mental Health Director’s Designees.

7. LAND – License to Use Land
License to use land between Douglas County and Glide School District for the district’s use of County owned property near the Glide Transfer Site for use by the high school for laboratory exercises in livestock management and forestry. This is a renewal of an existing contract.

8. PARKS & BUILDING FACILITIES – Contract with McKinstry Essention, Inc
RFP #978 was opened on December 23, 2009 and Order Awarding Contract was signed on January 6, 2010. Cost is $45,000.00. Funding provided under the American Recovery and Reinvesment Act).

9. PLANNING – Appointment to Planning Advisory Committee (PAC)
One vacancy exists on the Calapooya PAC. Richard Fink has applied for membership on the PAC. Richard Fink received recommendation for appointment from the Committee for Citizen Involvement.

10. PLANNING – Reappointment to Planning Advisory Committee (PAC)
Two membership terms on the Callahan PAC are soon to expire. Clay Jordan and Brett Ronk have received recommendation for reappointment to the Callahan PAC from the Committee for Citizen Involvement. One membership term on the Cow Creek PAC is soon to expire. Kris Nace has received recommendation for reappointment to the Cow Creek PAC from the Committee for Citizen Involvement. One membership on the Coastal PAC is soon to expire. Jan Tetreault has received recommendation for reappointment to the Coastal PAC from the Committee for Citizen Involvement.

11. PUBLIC WORKS – Landfill Gas Purchase Agreement/Lease
Landfill Gas and Purchase Agreement and Site Lease with Ameresco for construction of landfill gas to energy plant at the Roseburg Landfill. Douglas County will receive 7% of Ameresco’s gross revenue from the sale of electricity generated from the plant.

12. SHERIFF – Homeland Security Grant
Grant award and agreement for the 2009 Homeland Security grant to fund data backup project and handheld radios for Douglas County. Cost is $60,000 for the data backup and $30,500 for the handheld radios.



15. ADJOURNMENT – of the Business Meeting of the Douglas County Board of Commissioners and Convening as the Governing Body of the Douglas County 4-H, Master Gardener, and Extension Service District

16. MISCELLANEOUS – Resolution Appointing a Budget Committee for the Douglas County 4-H, Master Gardener and Extension Service District
Resolution appointing a Budget Committee for the Douglas County 4-H, Master Gardener and Extension Service District. The Committee will consist of: Mike Winters (term ending June 30, 2010); Sandra Jackson (term ending June 30, 2011); and Bill Leming (term ending June 30, 2012).

The next regularly scheduled Board of Commissioners meeting will be held February 24, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
