1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF THE MINUTES OF January 30, 2019

3. CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

4. INFORMATION TECHNOLOGY – Intergovernmental Agreement (Sean Fallon)
Intergovernmental Agreement between Douglas County (County) and Southern Oregon University (SOU) for housing and operation of SOU’s wireless communications equipment at the County’s Signal Tree wireless communications site. Annual revenue of $3407.97. Term expires December 31, 2021.

5. MISCELLANEOUS – Appointment to Veterans Advisory Committee (Commissioner Freeman)
One vacancy exists on the Veterans Advisory Committee due to the resignation of Roger Arnold. Committee recommends appointment of John Pierson. Term expiration: December 31st, 2021.

6. PLANNING – Findings of Facts and Order (Joshua Shaklee)
Adoption of Findings of Facts and Order for the Appeal Hearing on the Vian Conditional Use Permit Request to allow mining and processing of Aggregate.

7. PUBLIC WORKS – Final Order (Scott Adams)
Final order granting vacation of a portion of 7th St. in Winchester Bay. Petitioners: Christopher M. Meyer and Judy A. Kazmierkoski and Dewey F. and Cheryl Gibson. All conditions have been met, including payment of $50,000 by petitioners.

8. PUBLIC WORKS – Order Authorizing Purchase (Scott Adams)
Order authorizing purchase of one (1) 2017 Cat 315 Excavator, two (2) 2019 Cat CB7 Rollers, one (1) 2016 Dynapac CC1300 roller, and four (4) 2019 Cat 420F2 Backhoes. Douglas County is authorized to purchase from the Sourcewell Contract 032515-Cat. Purchase price $879,090.28.

9. PUBLIC WORKS/Fleet – Order Authorizing Purchase (Scott Adams)
Contract #31491 between Douglas County and Peterson Machinery to perform maintenance, repairs and services to vehicles and equipment on an as-needed basis. Contract not to exceed $50,000.00. Term ends January 31, 2020.

10. PUBLIC WORKS/Operations & Maintenance – Order Authorizing Purchase (Scott Adams)
Order authorizing purchase of herbicide for roadside vegetation spray from Wilbur-Ellis Company at the state price agreement rate (contract #6439). Expenditure of $141,676.58.

11. SHERIFF’s OFFICE – Intergovernmental Agreement (Sheriff John Hanlin)
Agreement between Douglas County Sheriff’s Office and the US Forest Services for patrol services in the amount of $54,510 for FY19. Currently there is an unspent carry over of $57,046.11 from FY18, bringing the total available funding for FY19 to $111,556.11.

The next regularly scheduled Board meeting will be held February 20, 2019 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
