MINUTES of the Board meeting held on February 3, 2010

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY



1. COUNTY COUNSEL – First Reading of Ordinance No. 2010-02-01
First reading of Ordinance No. 2010-02-01, changing the manner of selection of the Darley Drive Special Road District Board from elected to appointed by the Douglas County Board of Commissioners.

2. FLEET SERVICES – Contract Extension with I-5 Auctions
First contract extension with I-5 Auctions for auctioneer services to facilitate sale of surplus Douglas County assets. The original contract (January, 2009) provides that the parties may extend the term of the agreement for two successive one-year periods.

3. PLANNING – Order Calling for the Formation of the Elkton Estates Phase II Special Road District
Order calling for an election by the affected property owners of the formation of the Elkton Estates Phase II Special Road District and the approval of a maximum tax rate limit of $2.30 per $1000 of assessed value. The election is called for May 18, 2010.

4. PUBLIC WORKS – Solid Waste Collection and Recycling Franchise Agreement
Solid Waste Collection and Recycling Franchise Agreement with Southern Oregon Sanitation, Inc. for the franchise formerly of Horning Brothers Sanitation Service, now commonly known as Coastal Area Franchise.

5. PUBLIC WORKS – Solid Waste Collection and Recycling Franchise Agreement
Solid Waste Collection and Recycling Franchise Agreement with Sutherlin Sanitary Service for the franchise formerly of Glide Disposal, Inc. now commonly known as the Glide Area Franchise.

6. MISCELLANEOUS – Resolution Appointing a Budget Committee for the Douglas County 4-H, Master Gardener and Extension Service District
Resolution appointing a Budget Committee for the Douglas County 4-H, Master Gardener and Extension Service District. The Committee will consist of: Mike Winters (term ending June 30, 2010), Sandra Jackson (term ending June 30, 2011) and Bill Leming (term ending June 30, 2012).

7. MISCELLANEOUS – Discussion/Deliberation for Appointments to the Housing Authority of Douglas County (HADCO)
Three vacancies exist on the HADCO due to the resignations of Jody Ahlstedt, Ron Weir and Dan Jones. The vacancies were advertised with Douglas County media and seven applications were received.

8. MISCELLANEOUS – Consideration of Reappointment to the County Compensation Board
Reappointment of Bill Leming (as a Budget Committee member) to the County Compensation Board. New term will end June 30, 2012.

ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held February 17, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
