CITIZEN COMMENTS ON AGENDA ITEMS ONLY
1. HEARING – Annexation of Property to Douglas County Fire District No. 2
The Notice of Public Hearing and Order Setting Hearing Date were signed on January 5, 2011 for the petition of annexation by Chief Petitioner: Farrington, to have property annexed into Douglas County Fire District No. 2. The petition has qualified under ORS 198.855(3), and the petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures of the property owners have been verified, and there are no known objectors at this time.
2. LAND – Notice of Timber Sale
Setting the oral auction of Douglas County’s South Winchester Creek Timber Sale #284 for 10:00 a.m. on March 10, 2011, in Room 216 of the Douglas County Courthouse. This sale includes approximately 1,529,000 board feet of timber located near Reedsport.
3. LIBRARY – Gift Agreement with Sojka Living Trust
Under the terms of this gift agreement, the Sojka Living Trust will make a monetary gift to the Douglas County Library. The amount of the gift, though yet to be precisely determined, is likely to exceed $577,000. The donor requires as a condition of the gift that all gift funds be used to benefit the Roseburg Headquarters branch of the Library exclusively, and that the Library provide an annual written report to the donor on its use of the gift funds. The agreement imposes no financial obligations on the county.
4. PLANNING – Order Affirming Decision of the Planning Commission; Michael & Pamela Freed.
On January 13, 2011, the Planning Commission approved a Plan Amendment to remove Freed ownership tract from Site No. 63 of the Douglas County Mineral Resources Inventory based on the absence of mineral resource on the tract, a Zone Change to remove the Mineral Resources Overlay accordingly, and a Conditional Use Permit for a winery in conjunction with a planted vineyard on the tract. The property is located off Hooten Road, east of Winston. This board action completes the Plan Amendment process.
