PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on January 30, 2013

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. ASSESSOR & TAX – Order Refunding Property Tax (Susan Acree) Order refunding property taxes (appeal from 2009 to present) in the amount of $59,938.36 to Pepsi-Cola Bottling Co. of Roseburg, Oregon.

2. BUILDING FACILITIES – Contract with Plummer’s Plumbing (Kevin Potter)
Building Facilities received three quotes for the replacement of all galvanized hot and cold water supply lines installed in the 16 plumbing chases of the jail, which supply service to 96 jail cells. Plummer’s Plumbing submitted the lowest responsive quote. Total contract not to exceed $50,000.00.

3. DINT – Order Awarding Helicopter Services (Pat Moore)
Order awarding Contract to Brim Aviation for helicopter charter services to transport law enforcement personnel for aerial reconnaissance of illegal drug activities. Cost: $850.00/hour which includes fuel truck and $595.00 daily ferry rate.

4. DISTRICT ATTORNEY – Amendment to Grant Award #4285 (Rick Wesenberg) --- POSTPONED ---
Amendment to Grant Award for “Edward Byrne Memorial Justice Assistance Measure 57 Intensive Drug Court Grant.” The Grant Agreement starting July 1, 2012 through March 31st, 2013 provides $21,716.23 in the 2012-2013 fiscal year as reimbursement for a portion of the salary of the Deputy District Attorney assigned to Drug Court. The amendment is extending the award period through June 30, 2013.

5. HEALTH AND SOCIAL SERVICES -- Partnership Agreement (Peggy Madison)
Nurse-Family Partnership Agreement that will enable Public Health to participate in the Nurse-Family Partnership Program focused on helping first-time parents succeed. Agreement began December 1, 2012 and runs through January 31, 2016.

6. LAND – Notice of Timber Sale (Gary Groth)
Notice of Timber Sales for the 2013-2014 harvest year. Joyce Creek #291 contains approximately 18 acres, 1.024 MMBF and has an estimated value of $307,075.00. South Winchester #292 contains approximately 28 acres, 1.392 MMBF and has an estimated value of $416,450.00. Both are being offered at an oral auction on March 7, 2013 at 10:00 a.m. in Room 216 of the Courthouse.

7. PARKS – On-line Reservation Contract (Gary Groth)
Contract with Leisure Interactive to provide on-line reservation service for Douglas County campgrounds. The contract length is 24 months. The cost is $809.00 for setup plus $136.00 per month ($1.00 per campsite per month) plus 5% of the reservation amount.

8. PUBLIC WORKS – Order Accepting Grant of Easement (Robb Paul)
Order Accepting Grant of Easement for Temporary Work Area with the Cow Creek Band of Umpqua Tribe of Indians.

9. PUBLIC WORKS – Order Accepting Grant of Easement (Robb Paul)
Order Accepting Grant of Easement for Right-Of-Way with the Cow Creek Band of Umpqua Tribe of Indians.

10. PUBLIC WORKS – Agreement with Green Sanitary District (Robb Paul)
Agreement with Green Sanitary District in the amount of $.0065 per gallon of leachate for disposal from the Roseburg Landfill.

11. PUBLIC WORKS – Contract Modification (Robb Paul)
Contract Modification with Southern Septic Service to provide that the total payments to contractor are increased from $25,000.00 to $50,000.00.

12. SHERIFF – Intergovernmental Agreement (Wayne Stinson)
Intergovernmental Agreement with University of Oregon to develop a strategic emergency management plan for Coos and Douglas Counties. The agreement is for $40,000.00 and the funding is provided by the 2012 Department of Homeland Security, State Homeland Security Grant Program, which is administered by Oregon Emergency Management.

13. SHERIFF’S OFFICE – Grant Award Agreements – (Wayne Stinson)
Grant Awards from the State Homeland Security Grant Program. The agreements are with Oregon Emergency Management and the source of funding is from the 2012 Department of Homeland Security, State homeland Security Grant Program:
• Grant #12-104 in the amount of $7,500.00 is project to fund a CERT Coordinator with the Health Dept. from July to December 2013 (FY 13/14 Budget)
• Grant #12-105 in the amount of $3,620.00 is project to provide CERT equipment for FY13/14 Budget
• Grant #12-210 in the amount of $7,000.00 will provide larger propane tanks for Reedsport fire Dept. emergency generator for the rest of this FY 12/13 budget year.
• Grant #12-211 in the amount of $8,400.00 will provide funds to install an Amateur Radio Emergency Service (ARES) radio at the County Cinnamon Butte site. The plan is to have it completed in this FY 12/13 budget year.
• Grant #12-212 in the amount of $40,000.00 is a Regional (Multi-County) grant that provides funding for Strategic Planning project for Douglas & Coos County. This project is for both FY 12/13 and FY 13/14 budget years.
All these projects are 100% funded, (no match required), and will terminate December 31, 2013.

14. MISCELLANEOUS – Appointment to the Mental Health and Developmental Disabilities Advisory Council (Peggy Madison)
Vacancies exist on the mental Health and Developmental Disabilities Advisory Council. The Mental Health Director recommends the appointment of Susan Graham and Barb Charette to terms that would end May 1, 2014.

The next regularly scheduled Board meeting will be held February 13, 2013 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
