MINUTES of the Board meeting held on January 27, 2010

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. ASSESSORS – Tax Refunds
Order refunding taxes to: Daniel & Karen Pohl ($2,307.54) and Wayne & Linda Campbell ($307.99).

2. PLANNING – Proposed Legislative Amendment to Address Greenhouse Gas Production as a Result of Catastrophic Damage Events on Forest Lands
The scheduled public meeting before the Board of Commissioners was to consider an amendment to reduce greenhouse gas emissions from damaged forest lands. The Board has chosen not to move forward on the amendment proposal and the hearing has been cancelled.

3. PUBLIC WORKS – Order Authorizing Purchase of Herbicides
Order authorizing purchase of herbicides from Crop Production Services utilizing Oregon State Price Agreement #9779-PA. Purchase is exempt from competitive procurement per LCRB 4.24. Cost is $54,938.83.

4. SHERIFF – Lane Mountain Road Easement
Easement agreement with Donald and Virginia Debusk to provide road access to the Lane Mountain Amateur Radio Emergency Services site. Cost is $1.00.

5. MISCELLANEOUS – Petitions for Annexation and Orders Setting Date for Public Hearings
Petitions for annexation to the Douglas County Livestock District and Orders setting hearing dates. Petitioners are: Bruce and Lynne Harris, Cheryl Croley, and Charles and Larry Williams. Properties are located in the Reedsport area.

6. MISCELLANEOUS – Contract with Wavegen
Contract with Wavegen is to cover the cost of wave tank testing ($70,000) and supervision of the wave resource assessment conducted by RPS (RPS activities were covered under separate contract) $10,642. Funding for this project is covered 50% by the Oregon Wave Energy Grant.

7. MISCELLANEOUS – Discussion/Deliberation of Appointment to the Special Transportation Advisory Committee
Five vacancies exist on the Special Transportation Advisory Committee resulting from three vacant positions due to resignations with expired terms (6/30/08) and two occupied positions with expired terms. The vacancies were advertised with Douglas County media and four applications were received. The Committee met and recommended the following appointments: Vic Falgout to position #1 (seniors – term to expire 6/30/10), John McDonald to position #4 (Provider – term to expire 6/30/10), position #5 remains vacant. The Committee recommends reappointment of Robin Illers to position #7 (Disabilities – term to expire 6/30/10) and Roy Spurgeon to position #9 (Disabilities – term to end 6/30/11).

8. MISCELLANEOUS – Discussion/Deliberation of Appointment to the Douglas County Veterans Advisory Committee
Three vacancies exist on the Veterans Advisory Committee due to the expiring terms of Nelson Cauble, Veteran of World War II, Michael Hendricks, Veteran of the Vietnam War and James Little, Veteran of the Vietnam War. The vacancies were advertised with Douglas County media and nineteen applications were received. The Committee recommends the reappointment of Nelson Cauble, Michael Hendricks and James Little with terms to expire December 31, 2011.


9. MISCELLANEOUS – Discussion/Deliberation of Appointment to the Douglas County Museum Advisory Board
Two vacancies exist on the Douglas County Museum Advisory Board due to the expired terms of Ron Sturtz and the resignation of Mary McClintock. The vacancies were advertised with Douglas County media and four applications were received. It is the recommendation of the board to reappoint Ron Sturtz (term ending 6/30/12) and appoint John Robertson to the vacant position (term ending 6/30/12).

The next regularly scheduled Board meeting will be held February 10, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
