1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF THE MINUTES OF JANUARY 18, 2017

3. PROCLAMATION – BURN AWARENESS WEEK (Commissioner Boice)

5. PUBLIC HEARING AND ORDER – Public Works Engineering (Cody Smith)
Public Hearing regarding the transfer of jurisdiction over a portion of NW Edenbower Road to the City of Roseburg. Order surrendering jurisdiction over a portion of NW Edenbower Road to the City of Roseburg.

6. BOARD OF COMMISSIONERS – Grant Agreement (Commissioner Boice)
Grant Agreement between Douglas County and Umpqua Economic Development Partnership. The County shall contribute up to $7,500 to the project from the Industrial Development Fund. The project is for the Reustle/SOMM Camp in Roseburg during April 2017. Project highlights the Roseburg/Douglas County wine and tourism industry.

7. BOARD OF COMMISSIONERS – Order (Commissioner Leif)
Order forming The Library Futures Task Force. The committee will advise the Douglas County Board of Commissioners on the future of the Douglas County Library System.

8. COUNTY COUNSEL – Agreement (Paul Meyer)
Agreement with Mr. and Mrs. Chan to clean up the Oasis Restaurant property in Winchester Bay.

9. JUVENILE DEPARTMENT – Amendment to Intergovernmental Agreement (Aric Fromdahl)
This is the fourth (4th) Amendment for Intergovernmental Agreement #146069 with Department of Human Services. Effective date 1/1/2017 and extends the duration to 6/30/2017, with an increase in the “not to exceed” amount by $570,795.81. This funding increase will pay for the additional 16 DHS clients accepted into BRS Residential Beds due to the opening of the new Fowler House Shelter.

10. LAND DEPARTMENT – First Extension and First Modification of Lease (Kevin Potter)
Lease between Douglas County and Genealogical Society of Douglas County dated December 1, 2011. This First Extension and First Modification extend the lease another five years to December 31, 2022 and changes the Land Department’s (Administrator) address to its new address. Lessee pays $200 per month and has paid in full for 2017.

11. PARKS DEPARTMENT – Annual Parking Pass Vendor Contract Authority (Rocky Houston)
Parks is seeking to have local business and civic groups sell annual parking passes to provide additional opportunities for the public to acquire the passes. A contracting process was set up with the assistance of Management & Finance and County Counsel. The Parks Advisory Board reviewed and recommended this item be moved forward for review.

12. PARKS DEPARTMENT – Electrical Services Use Agreement (Rocky Houston)
Use agreement for the Reedsport/Winchester Bay Chamber of Commerce installed electrical service at the ATV Staging Area.

13. PLANNING DEPARTMENT – Delegation of Authority Report ( Keith Cubic)
Under the Delegation of Authority Orders of June 25, 1997, September, 2014 and provisions of the LUDO, Sanitation, Environmental Health and Ambulance Service codes, a periodic report on Delegated Responsibilities is required. The scheduling of this agenda item will provide for an opportunity to report on actions taken in administration of the County’s program on behalf of the Board of Commissioners during the 4th Quarter of 2016.

14. PLANNING DEPARTMENT – Emergency Medical Services Committee Appointment (Keith Cubic)
The Emergency Medical Service Committee (EMSC) has one member who is retiring. The position is for Law Enforcement and is currently held by Dwes Hutson. It is recommended the Board of Commissioners appoint Brad O’Dell to the Emergency Medical Services Advisory Committee.

15. PLANNING DEPARTMENT – Emergency Medical Services Committee Reappointment (Keith Cubic)
The Emergency Medical Services Committee (EMSC) has two positions whose terms are expiring. The positions are for a Hospital Administrator currently held by Debbie Boswell and a Paramedic currently held by Greg Marlar.

16. PLANNING DEPARTMENT – Historic Resource Review Committee Reappointment for two “at-large” positions “two of three” (Jeff Lehrbach)
The Historic Resource Review Committee (HRRC) has two positions whose terms are expiring. They are for two “at-large” positions (two of three), currently held by Betty Mack and Aileen Palmer. Ms. Mack and Ms. Palmer both submitted an application for consideration of reappointment.

17. PUBLIC WORKS ENGINEERING – Order Granting Vacation of Property (Cody Smith)
Public Hearing was held on 12/07/16 regarding petitioner Gary O. Denny’s request for vacation of properties acquired by Douglas County through tax foreclosure as recorded on Instrument Numbers 2009-3567 and 2009-3568. The Board entered a preliminary order on December 28, 2016 approving the aforementioned vacation subject to payment of $1400 by the petitioner. The payment has been submitted in full and a final order granting the vacation can now be issued.

18. PUBLIC WORKS, NATURAL RESOURCES – Signature Card (Tom Manton)
Addition of Interim Public Works Director to the Cash Payments Signature Card for the Gardiner Sanitary District Wastewater System Improvements.

19. PUBLIC WORKS, NATURAL RESOURCES – Contract Award (Tom Manton)
Contract Award to HDR Engineering, Inc. to complete a FERC Part 12 Inspection and Report for the Galesville Dam Hydroelectric Project. Contract amount: $33,406.

20. PUBLIC WORKS, NATURAL RESOURCES – Contract Amendment (Tom Manton)
Contract Amendment to add the Labor Standards Monitoring task to the Grant Administration Contract with Sandra Jackson Consulting for the Gardiner Sanitary District Wastewater System Improvements project. The amount for the task is $15,000 and will be funded by the Community Development Block Grant.

21. RADIO DEPARTMENT – Intent to Award Bid (Kevin Potter)
RFP #108 Intent to Award Bid to Adcomm Engineering Company for radio tower engineering services to evaluate for repair, replacement or upgrade of microwave radio equipment. This project is funded by Homeland Security Grant #16-227.

22. MISCELLANEOUS – Appointment to Special Road District (Chris Boice)
A vacancy exists on the Elkton Estates Phase II Special Road District due to the resignation of Rod Ledbetter. Paul Ellis has applied and requests appointment to the vacated position. Term Expiration: December 31, 2019.

25. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held February 8, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
