MINUTES of the Board meeting held on January 25, 2012

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Modification of Solid Waste Collection Service rates (Robb Paul)
Public hearing and Order approving a modification of rates for solid waste collection service provided by South Umpqua Disposal, Inc.

2. PUBLIC HEARING – Modification of Solid Waste Collection Service rates (Robb Paul)
Public hearing and Order approving a modification of rates for solid waste collection service provided by North Douglas Sanitary Service.

3. PUBLIC HEARING – Order Approving Boundary (Keith Cubic)
Order approving boundary and setting final hearing for formation of the Lookingglass Rural Fire District by Chief Petitioners Dennis Swifford, Stuart Kramer, and Gary Hermes. The formation petition meets the requirements of ORS 198.755(1)(a). The Order pertains to approving the boundary and setting a final hearing for formation of the Lookingglass Rural Fire District. There are no known objectors to the proposed district.

4. COUNTY COUNSEL – Modification of Defense Services Contract (Paul Meyer)
Contract modification with Megan Jacquot to provide indigent defense services to the Reedsport Justice court. This modification is to raise the amount from $28,000.00 to $37,000.00.

5. MANAGEMENT & FINANCE – Uncollectible Property Taxes (Sandee Correll)
An Order for the matter of cancellation of uncollectible property taxes.

6. PLANNING – Agreement Accepting Coastal Grant TA-NP-10-005 (Keith Cubic)
As a value-added service to our coastal community, the Planning Department is receiving a Technical Assistance Grant to prepare a support document to the Winchester Bay and Gardiner Comprehensive Plans and create a community handout dealing with community storm water pollution and its impact on the estuary. The Planning Department will be preparing its findings and presenting them to the coastal community in a series of town hall meetings. By this agreement, Douglas County accepts the terms of the Grant for the period of January 1, 2012 to June 30, 2012. The Grant amount is $6,993.00 with a full matching required.

7. PUBLIC WORKS – Agreement with Oregon Department of Transportation (Robb Paul)
Local Agency Agreement with Oregon Department of Transportation for National Historic Covered Bridge Preservation Program – Neal Lane Covered Bridge.

8. SHERIFF – 2011 Homeland Security Grant (John Hanlin)
Three Homeland Security Grants -
#1 (11-233) Provide improvements for County EOC ($29,690.00)
#2 (11-232) Continued funding of the Citizen Preparedness Coordinator ($27,000.00)
#3 (11-234) Purchase and installation of an audio/video recording system for the Detective’s Division ($13,580.00)

9. MISCELLANEOUS – Reappointment to Elkton Estates Phase II Special Road District
A vacancy exists on the Elkton Estates Phase II Special Road District due to the expired term of Paul R. Ellis. Mr. Ellis would like to be reappointed to a new term which would end December 31, 2015.

10. MISCELLANEOUS – Appointment to Overlook-Scottview Road District
A vacancy exists on the Overlook-Scottview Road District due to the expired term of Shane Hatcher. Robert Walitsch has applied and would like to be appointed to a term which would end December 31, 2015.

13. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held February 8, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
