PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on January 22, 2014

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PRESENTATION – Unveiling of the new Douglas County Museum Website (Gardner Chappell).

2. BUILDING FACILITIES – Contract Modification (Kevin Potter)
Second Contract Modification with Otis Elevator Company to amend the rate sheet to clarify rates of various elevators.

3. COMMISSION ON CHILDREN & FAMILIES – Memorandum of Agreement (Gillian Wesenberg)
Memorandum of Agreement with Douglas Education Service District (DESD). Douglas County and DESD collaborated in the development of the South-Central Oregon Early Learning Hub. The County desires to transfer various early childhood programs and related funding to the Hub to implement the requirements of these programs and grant streams.

4. INFORMATION TECHNOLOGY – Lease Amendment (Kevin Potter)
Second Amendment to County’s Communication Facility Lease with AT&T for the Elkton Communications Site. Revenue: $13,874.52.

5. HEALTH AND SOCIAL SERVICES -- Amendment to ASA Agreement (Peggy Madison)
Amendment to Ambulance Service Franchise Agreement AREA #8 with Glendale Ambulance District. Extends term to January 31, 2019.

6. JUVENILE – Amended Intergovernmental Agreement for Shelter (Aric Fromdahl)
Amended IGA with the State of Oregon by and through its Oregon Youth Authority (OYA) which provides reimbursement to Douglas County in amount not to exceed $299,172.09 for placement of youth in our Shelter Facility to receive Behavioral Rehabilitation Services. Revenue generated help fund the Juvenile Shelter Facility.

7. LAND – Notice of Timber Sale (Gary Groth)
Notice of Timber Sale for 2014-2015 harvest year. Clear Eel #294 contains approximately 20 acres and has an estimated value of $323,835.00. North Winchester #295 contains approximately 17 acres and has an estimated value of $387,018.00. Both will be offered at an oral auction on February 25, 2014 at 10:00 a.m. in Room 216.

8. PARKS – Lease Renewal (Gary Groth)
Annual renewal of the grazing lease at Mildred Kanipe Memorial Park with Robert Banducci. Revenue: $10,200.00 per year.

9. PARKS – Friends of Mildred Kanipe Memorial Park Association, Inc. Agreement (Doug Robertson
Consideration of an Agreement with the Friends of Mildred Kanipe Memorial Park Association, Inc. for fundraising to build a campground facilities.

10. PUBLIC WORKS – Salmon Habitat Improvement Program Application (Robb Paul)
Douglas Soil and Water Conservation District’s Salmon Habitat Improvement Program (SHIP) application for Yoncalla Diesel Spill Funds in the amount of $22,186.00 for the Becker Habitat Enhancement, Phase III, Project.

11. PUBLIC WORKS – Salmon Habitat Improvement Program Application (Robb Paul)
Douglas Soil and Water Conservation District’s Salmon Habitat Improvement Program (SHIP) application for Yoncalla Diesel Spill Funds in the amount of $55,942.00 for the Johnsrud Habitat Enhancement Project.

12. PUBLIC WORKS – Salmon Habitat Improvement Program Application (Robb Paul)
Douglas Soil and Water Conservation District’s Salmon Habitat Improvement Program (SHIP) application for Yoncalla Diesel Spill Funds in the amount of $5,447.00 for the Yoncalla High School Outdoor Ecology Program.

The next regularly scheduled Board meeting will be held February 5, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
