1. MINUTES - Approval of the Minutes of January 13, 2016

3. BUILDING FACILITIES Contract Award (Kevin Potter)
Contract Award to TraneOregon for RFP #083 Cooling Equipment Service Maintenance Contract. Total anticipated first year maintenance cost: $30,423.00.
4. FLEET Bid Award (Robb Paul)
Bid award to Power Ford for one (1) new full size พ ton, 4 x 4 pickup with a long/wide box and extended cab. The vehicle will be used by the Medical Examiner. Cost: $30,278.00.
5. LAND Scottsburg Community Center Use Agreement (Gary Groth)
Agreement by Douglas County allowing Lower Umpqua Hospital District (LUHD) nonexclusive occasional use of the Scottsburg Community Center, in Scottsburg, Oregon as outlined in the Agreement. Term commences February 1, 2016 until termination as provided by the Agreement. Tenant shall pay no rent.
6. LAND Bargain and Sale Deed (Gary Groth)
Bargain and Sale Deed to the Fair Oaks Rural Fire Protection District of the property located at 6520 and 6522 Nonpariel Road, Sutherlin, Oregon for the consideration of $1.00. Property is 3.40 acres and was leased to the Fair Oaks Rural Fire District. The Fire District built a fire station and subsequently have requested donation of the land from the County.
7. PLANNING Southern Oregon Regional Pilot Program (SORPP) (Keith Cubic)
SORPP update #18 covering September-December 2015 and IGA with RVCOG for grant and project extension. RVCOG has entered into grant extension with DLCD and Douglas County IGA. The extension is until May 31, 2017. Douglas Countys share is approximately $57,000.00 which will pay us for Task 7 work in FY 14/15 and additional work on Task 8.
8. PLANNING Fourth Quarter Delegation of Authority Report (Keith Cubic)
9. PLANNING Amendment to Intergovernmental Agreement (Keith Cubic)
Amendment to an IGA with Oregon Health Authority for Environmental Health service administration. There is no change to our cost or reimbursement by the amendments.
10. SENIOR SERVICES Amendment to Intergovernmental Agreement (Jeannie Wright)
First Amendment of IGA with Department of Human Services. Increases funding by $131,893.00
11. SHERIFF Intergovernmental Agreement (Wayne Stinson)
IGA with Fire District #2 regarding Community Emergency Response Team (CERT).
12. SHERIFF Contract Execution (John Hanlin)
Contract Execution with ICSolutions for inmate telephone and video visitation services. Revenue: Minimum Annual Guarantee $55,000.00.
13. MISCELLANEOUS Appointment/Reappointments to the Industrial Development Board (Commissioner Boice)
Five vacancies will exist on the Douglas County Industrial Development Board due to four expiring terms and one resignation. The vacancies were advertised with Douglas County Media and 9 applications were received. The Industrial Development Board recommends the reappointment of Kelly Morgan, Lauren Young, Dave Sabala and Stephen Mountainspring to new terms that would end January 31, 2019. They further recommend that Bob Ragon be appointed to the vacant position for a term ending January 31, 2019.

The next regularly scheduled Board meeting will be held February 3, 2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.
