MINUTES of the Board meeting held on January 20, 2010

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Order Transferring Jurisdiction of a Portion of Four Streets
Order transferring jurisdiction of a portion of four streets from Douglas County to the City of Roseburg.

2. ASSESSORS – Tax Refunds
Order refunding taxes to: Mike Folino TRS of the Iron Mountain Properties & Land Trust ($842.28); Janet Fisher ($381.24); Winston Assembly of God in the amount of ($737.89); Arthur & Jerre Woody ($350.15); RAPAT Inc. ($2,369.81); Edward Halkyard ($1,115.55); Robert and Diane Tibbles ($506.90); Assisted Living Facilities Inc. DBA Douglas House ($3,935.10); and William & Rita O’Neil ($420.70).

3. PLANNING – Delegation of Authority Report
Under the Delegation of Authority Order dated June 25, 1997, a periodic report on Delegated Responsibilities is required. The scheduling of this agenda item will provide for an opportunity to report on actions taken in administration of the County’s program on behalf of the Board of Commissioners during the Fourth Quarter of 2009. During this reporting period, there were two (2) final Zone Change Orders, four (4) Waiver of Objection to Assessment, four (4) Orders setting hearing date, and fifteen (15) corrections to the Zoning Atlas. This report also includes an update on On-Site Services activity.

4. PUBLIC WORKS – Preliminary Order Approving Vacation of Property
Preliminary Order approving vacation of property without a hearing. Petitioner: Maria M. Egbert.

5. MISCELLANEOUS – Contract with Wavegen (Postponed)
Contract with Wavegen is to cover the cost of wave tank testing ($70,000) and supervision of the wave resource assessment conducted by RPS (RPS activities were covered under separate contract) $10,642. Funding for this project is covered 50% by the Oregon Wave Energy Grant.

6. MISCELLANEOUS – Order Delegating Authority
Order delegating authority to Sandra K. Correll to enter into specified contracts on behalf of Douglas County and to engage in other specified activity.

7. MISCELLANEOUS – Discussion/Deliberation of Reappointments to the Douglas County Industrial Development Board (DCIDB).
Vacancies exist on the DCIDB due to the expired terms of Norm Gershon, Georgia Stiles, Lauren Young, Kelly Morgan and Dave Sabala. The vacancies were advertised with Douglas County media. The only applications received were from those in the expired terms. The DCIDB met on January 19 and recommended the reappointment of the above members.

8. MISCELLANEOUS – Discussion/Deliberation of Appointment to the Douglas County Budget Committee
A vacancy exists on the Budget Committee due to the expired term of Bill Leming. The vacancy was advertised with Douglas County media. Three applications were received.

9. MISCELLANEOUS – Discussion/Deliberation of Appointment to the Hospital Facility Authority Board
Three vacancies exist on the Hospital Facility Authority Board due to the expiring terms of John Hughes and Sharon Wilson and the Douglas County Commissioner representative. The positions were advertised with Douglas County media and one application was submitted by John Hughes who wishes to be reappointed. Commissioner Susan Morgan has agreed to serve as the Commissioner representative.

The next regularly scheduled Board meeting will be held February 3, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
