6. JUVENILE – Intergovernmental Agreement (Aric Fromdahl)
Intergovernmental Agreement No. 155975 between the State of Oregon, Department of Human Services (DHS) and Douglas County for placement of youth in the Douglas County Shelter Care Facilities. IGA guarantees DHS 16 Basic Residential Beds and 12 Intensive Rehabilitation Beds per day and incorporates payment for 1:1 supervision provided on a case by case basis.

7. LAND – Bargain and Sale Deeds (Janet Coleman)
Bargain and Sale Deeds to the following for the purchase of tax foreclosed pieces of property sold via oral auction on January 16, 2018:

8. MISCELLANEOUS– Appointment to Standley Estates Road District (Commissioner Leif)
Two vacancies exist on the Standley Estates Road District due to resignations of Jake Szympruch and Tom Edwards. Recommendation to appoint James Wilson with a term expiration date of December 31, 2018 and Josh Robinson with a term expiration date of December 31, 2020.

9. MISCELLANEOUS – Appointment to Veterans Service Office Advisory Board (Commissioner Freeman)
One vacancy exists on the Douglas County Veterans Service Office Advisory Board due to term expiration of Richard Sciapiti. Recommendation to appoint Mel Cheney with a term expiration date of December 31st, 2020.

10. PARKS – Contract Change Order (Rocky Houston)
Recommend approval of two change orders to the Benny Hempstead Excavating, Inc. Contract No. 30695 at Windy Cove A. 1. To add the purchase and installation of a circuit breaker to replace an existing one not able to carry the new load. 2. To approved the charges to mobilize and place steel plates to allow a crane to place the restroom. Additional expenditure of $2918.10.

11. PUBLIC WORKS – Contract Modification (Scott Adams)
Sixth modification of Contract No. 29000 between Douglas County and the Dyer Partnership, Engineers and Planners, Inc. Increases contract amount $20,000 for the service of previously listed geotechnical work, which is in the County’s Community Development Block Grant budget.

12. PUBLIC WORKS – Contract Modification (Scott Adams)
Second modification of Contract No. 30282 to include the 2017 FERC Part 12 inspection and report at Galesville Dam, adding a FERC required external audit of the County’s dam safety program. Increases the budget by $7,000 from $33,406 to $40,406 and extends the term of the contract to June 30, 2018.

Speakers will be limited to three minutes with a total of 30 minutes allocated for this portion of the meeting.

The next regularly scheduled Board meeting will be held January 31st, 2018 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
