PLEDGE OF ALLEGIANCE

MINUTES Approval of the Minutes of January 14, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. FLEET SERVICES – Bid Award (Mike Blanck)
Bid Award for two (2) new All- Wheel Drive Police Interceptor Utility Vehicles for Sheriff Patrol. Bid was opened at a regularly scheduled Board of Commissioners meeting on January 7, 2015. Power Ford Lincoln of Newport, Oregon was the lowest responsible bidder meeting minimum bid specifications. Cost $55,158.00.

2. HUMAN RESOURCES – Collective Bargaining Agreement (Michael Kurtz)
The Human Resources director recommends that the Board of Commissioners enter into a two-year Collective Bargaining Agreement July 1, 2014 to June 30, 2016 with the Douglas County Law Enforcement Association (DCLEA). The terms and conditions of this agreement have been negotiated in good faith between both parties and the agreed upon terms and conditions have been ratified by the DCLEA membership.

3. LAND – Bargain and Sale Deeds (Gary Groth)
On January 13, 2015, Douglas County conducted an oral auction of five County owned parcels of real property acquired through property tax foreclosure and one County owned surplus property. Bargain and Sale Deeds are now being issued for the five real property parcels that sold at the auction.

Parcel 1 – JAMES E MARTIN and DEBBIE L MARTIN ($250.00)
Parcel 2 – UMPQUA COMMUNITY DEVELOPMENT dba NEIGHBORWORKS UMPQUA ($6,500.00)
Parcel 3 – JOHN P DEROSS and ROXANNA SABIN ($18,550.00)
Parcel 4 – RONALD W and VIRGINIA L OLIVER ($19,500.00)
Parcel 5 – CARL and SHEILA COX ($19,000.00)

4. MANAGEMENT AND FINANCE – Reinstatement/Amendment of Oregon Cooperative Procurement Participation Agreement (Jessica Pence)
Reinstatement and amendment of Oregon Cooperative Procurement Participation Agreement to purchase from Oregon State Price Agreement. The Oregon Cooperative Procurement Program (ORCPP) allows County to purchase from both Oregon and Washington price agreements (Oregon and Washington have a reciprocal agreement with each other). Agreement is effective from date of Oregon DAS signature for 2 years. Cost: $5,000.00 /year

5. PLANNING – Delegation of Authority Report (Keith Cubic)
Under the Delegation of Authority Order dated June 25, 1997, a periodic report on Delegated Responsibilities is required. This is a report on actions taken in administration of the County’s program on behalf of the Board of Commissioners during the Fourth Quarter of 2014.

6. PUBLIC WORKS – Contract for Hauling and Stockpiling Chip Seal Aggregate (Robb Paul)
Contract with Laskey-Clifton Corporation in the amount of $163,583.00 for Hauling and Stockpiling Chip Seal Aggregate, Douglas County, Oregon.

9. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held January 28, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
