MINUTES of the Board meeting held on January 13, 2010

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. PUBLIC HEARING: Amended Order Approving Boundaries and Setting Final Hearing
This amended Order resets the final hearing date on formation of the Elkton Estates Phase II Special Road District. The Order is amended to correct prior final hearing notice dates. The hearing date can be set for February 10, 2010.

2. PUBLIC HEARING: Request for Comprehensive Plan Amendment and Zone Change
Richard and Marcia Sumner: on December 10, 2009, the Planning Commission signed Findings of Fact approving the Sumner request for a Comprehensive Plan Amendment from (FFT) Farm Forest Transitional to (CO) Commercial and Zone Change from (FF) Farm Forest to (CRE) Rural Commercial based on a Non-resource Determination, together with a Conditional Use Permit to reauthorize the existing development on the property (“by the River RV Park”), as a conforming use in the Rural Commercial zone. The property is located on Old Highway 99 South, just southeast of the Dillard Urban Unincorporated Area. Planning File No. 09-062.

3. COMMISSION ON CHILDREN & FAMILIES – Amendment 4 to the 2009-11 IGA
This is the fourth amendment to the 2009-11 Intergovernmental Agreement between the Oregon Commission on Children and Families and Douglas County. The amendment increases the State’s allocation to the County for Runaway and Homeless Youth programs by $71,391 for a total allocation of $95,189. The allocation from OCCF is a combination of $13,598 of State funds and $81,591 of Federal funds.

4. PARKS AND BUILDING FACILITIES – Contract Extension and Modification
Contract Extension and Modification with Derek Wiese Construction to provide general construction/cabinetry and miscellaneous woodworking services as needed. This extends the contract to January 15, 2011 and is the second and final extension to the contract.

5. PUBLIC WORKS – Order Accepting Permanent Easement
Order accepting permanent easement from Bradley C. O’Dell and Holly M. O’Dell.

6. PUBLIC WORKS – Order Accepting Permanent Easement
Order accepting permanent easement from Hayden Homes LLC.

7. SHERIFF – DCLEA 2009-2010 Contract
2009-2010 Collective Bargaining Agreement with The Douglas County Law Enforcement Association. The agreement provides for no Cost of Living adjustment and no increase in the County’s contribution to the cost of employee health care premiums. There are also several modifications that reflect changes in practice and clarify language in prior contracts.

8. SHERIFF – Bill of Sale and Assignment for Lane Mountain Building
Recently AAT Communications transferred their interest in a radio site on Lane Mountain to Douglas County. This document transfers the actual building and contents to the County.

9. SHERIFF – BLM – Tiburon Agreement
Agreement with BLM and Douglas County for two additional licenses for the Tiburon System. The BLM will pay $1000 to Douglas County.

10. SHERIFF – Douglas County Forest Protective Association – Snowcat Use Agreement
Agreement for Douglas County to use a snowcat that belongs to the Douglas County Forest Protective Association.

11. MISCELLANEOUS – Appointment to the Central Safety Committee
Established in 1991, the Central Safety Committee acts as an advisory committee to assist and advise the Board of Commissioners on safety issues to create and maintain a hazard-free work environment. The Committee consists of 12 voting members (all employees) appointed by the Board of Commissioners.

The next regularly scheduled Board meeting will be held January 27, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
