1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF THE MINUTES OF JANUARY 11, 2017

4. COMMISSIONERS –Order Appointing Member to the Local Public Safety Coordinating Council – (Commissioner Boice)
A vacancy exists on the Local Public Safety Coordinating Council due to changes in a member in a position designated by ORS 423.560. Frances Burge, Presiding Judge shall be appointed to the term vacated by the retirement of Judge Randy Garrison. Term Expiration: June 30, 2018.

5. LAND DEPARTMENT – Permit of Entry (Kevin Potter)
Doug Schlatter, Contracting, Inc. is requesting permission to enter county owned property unofficially known as Camas 160. Permittee has requested use of county roads, stumps, and trees for tail holds. The term for the permit is from January 20, 2017 to June 30, 2017 with no consideration being paid.

6. LAND DEPARTMENT –Fourth Extension of Lease (Kevin Potter)
Lease extension between Douglas County and South Umpqua Bowhunters for property located at the Myrtle Creek Transfer Site for a bow hunting practice range. This extension extends the 1997 lease to February 28, 2022, subject to early termination as otherwise provided.

7. LAND DEPARTMENT – Use Agreement (Kevin Potter)
Use agreement between Douglas County and AARP Foundation, for office space located at 1215 SE Court Street, Roseburg, Oregon. Lease shall commence January 17, 2017 and continue through April 21, 2017. User shall pay no rent and premises shall be used for its AARP Tax Aide Program only.

8. PARKS DEPARTMENT – Windy Cove B – New Restroom/Shower Order (Rocky Houston)
Parks Department is seeking to acquire (1) CXT Restroom/Shower pre-fab concrete structure for $219,197.83 as part of the State of Oregon Price Agreement. A review of (4) restroom construction methods/products determined that the CXT is the most cost effective method. It will reduce the construction period to about 90 days, and the building can be installed in two days. This is part of a grant the county received.

9. PUBLIC HEALTH – First Extension of Contract No. 29732 – (Dr. Robert Dannenhoffer)
This is a funding arrangement for Community Health Alliance to provide school based mental health services for the fiscal year 2016-2017 in the amount not to exceed $67,050.00.

10. PUBLIC WORKS – Contract Award for Gardiner Sanitary District Wastewater System Improvements (Tom Manton)
Contract award to R & G Excavating for construction of the Gardiner Sanitary District Wastewater System Improvements. The contract amount is $1,021,178.00.

11. PUBLIC WORKS/ENGINEERING – Intergovernmental Agreement – (Cody Smith)
Intergovernmental agreement with Oregon Department of Transportation for Old Highway 99 N; Winchester Bridge to Pleasant Ave., project. Total project cost is estimated to be $5,402,000.00. Project to be funded using the County’s Federal Aid Surface Transportation Program (STP) allocation. STP funds will be exchanged for state funds and project will be delivered as a county project.

12. SHERIFF – Fire Detection OEM Grant Agreement with DFPA – (Wayne Stinson)
Interagency Agreement between Douglas County and Douglas Forest Protective Association for Grant Administration FM-5092-OR. Grant FM-5092-OR was previously approved; this is approval of the agreement between Douglas County and DFPA.

15. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held January 25, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
