MINUTES of the Board meeting held on January 8, 2014


1. BOARD OF COMMISSIONERS – Post-Fire Salvage and Recovery (Doug Robertson)
Memorandum of Understanding between the Roseburg and Medford Districts of BLM and Douglas County for planning and preparation of environmental documents related to Post-Fire Salvage and Recovery in connection with the Douglas Complex Fire.

Lease with Family Relief Nursery of North Douglas for office space in the Health & Social Services Drain Clinic. Revenue: $75.00 per month. $900 for term.

3. HEALTH AND SOCIAL SERVICES – Amendment to ASA Agreement (Peggy Madison)
Amendment to Ambulance Service Franchise Agreement AREA #2 with North Douglas County Fire & EMS. Extends term to January 31, 2019.

4. HEALTH AND SOCIAL SERVICES – Amendment to ASA Agreement (Peggy Madison)
Amendment to Ambulance Service Franchise Agreement AREA #1 with Lower Umpqua Hospital District. Extends the term to January 31, 2019.

5. INFORMATION TECHNOLOGY – Contract Modification (Kevin Potter)
Contract Modification with Silke Communications for radio tower work at all 16 Douglas County radio sites, and includes system audits and repair work. Increases contract cap from $25,000 to $50,000. Funds are included in current year’s budget.

6. LAND – Permit of Entry (Gary Groth)
Scott Timber Co. requests permission to enter county owned property known as Swift Water Park, for the purpose of using county trees as tailholds. Term of permit is from date of signature to October 15, 2014.

7. PARKS – Public Recreation Facility License (Gary Groth)
Public Recreation Facility Licenses Renewals for (4) County parks (Bolin Island Boat Ramp, Scotts Creek Boat Ramp, Scottsburg Park, and Umpqua Landing Boat Ramp). The renewal term is effective May 1, 2014 through April 30, 2029. The licenses are for the construction, maintenance, and repair of these public recreation facilities.

8. PLANNING – Resolution Adopting an Updated On-Site Sub-Surface Sewer Fee Schedule (Keith Cubic)
Oregon’s Department of Environmental Quality (DEQ) has transferred the On-Site Sub-Surface Sewer inspection management responsibilities to Douglas County. The fee modification implements fee increases adopted by DEQ for program administration.

9. PUBLIC WORKS – Warranty Deed Accept ion (Robb Paul)
Order Accepting Warranty Deed for the Acquisition of Real Property for the widening and realignment of Old Highway 99 North from Winchester Facilities LLC.

10. PUBLIC WORKS – Completion of Contract (Robb Paul)
Order Accepting Completion of Contract of slide repair on Upper Smith River Road County Rd # 37, mile post 2.83. The Contract has been completed and all requirements have been met. Bateson Enterprises, LLC: $175,669.91.
11. PUBLIC WORKS – Flexible Service Maintenance Agreement (Robb Paul)
Flexible Service Maintenance Agreement with Oregon Department of Transportation for Weaver Road Storm Water Detention Pond.

12. MISCELLANOUS – Appointment/Reappointment to Salmon Habitat Improvement Program (Robb Paul)
Two vacancies exist on the Salmon Habitat Improvement Program due to an expired term and resignation. The vacancies were advertised with Douglas County Media and two applications were received. Dave Williams would like to be reappointed to a new term that would expire January 30, 2016. The Committee recommends the appointment of Michael Brochu to replace Ralph Huffman with a term that would expire January 30, 2016.

13. MISCELLANOUS – Reappointments to the Historic Resource Review Committee (Keith Cubic)
Three vacancies exist on the Historic Resource Review Committee due to expired terms. The vacancies were advertised with Douglas County media and three applications were received. Cynthia Gardiner, Shirley Lindell, and Robert Van Norman would like to be reappointed to new terms that would end December 21, 2017.



The next regularly scheduled Board meeting will be held January 22, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
