MINUTES of the Board meeting held on January 6, 2010

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – For Annexation of Property and “Order Incorporating Territory” to the Douglas County Fire District No. 2
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on December 9, 2009, for the petition of annexation to have property annexed into the Douglas County Fire District No. 2. The petition has qualified under ORS 198.855(3), annexation petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors. Chief Petitioner: PIETZ.

2. COMMISSION ON CHILDREN AND FAMILIES – Comprehensive Plan Update
The Douglas County Commission on Children and Families is required by state statute and administrative rules to periodically update the county’s comprehensive plan, including the High Risk Juvenile Crime Prevention Plan component.

3. FAIRGROUNDS – Renewal of Bingo License
Annual renewal of Class C & D Bingo Gaming License for the 2010 Douglas County Fair.

4. PLANNING – Order to Decline Review of Pacific Connector Gas Pipeline
Pacific Connector Gas Pipeline, Board Order to decline review in the matter of appeal of the Planning Commission Decision approving a request for a Conditional Use Permit and Utility Facility Necessary for Public Service to allow a new gas pipeline to be constructed in the County’s Coastal Zone Management Area (CZMA).

5. PUBLIC WORKS – Declaration of Covenants and Restrictions for Pond Mitigation
Declaration of covenants and restrictions for pond mitigation to establish wetlands at the site commonly known as “Orenco Wetland Mitigation Site.” This mitigation site was required as part of a removal-fill permit issued by the Oregon Department of State Lands (DSL Permit No. 21852-RF) and a Clean Water Act Section 404 Permit issued by the U.S. Army Corps of Engineers (Corps Permit No. 200000979).

6. PUBLIC WORKS – Bargain and Sale Deed with Oregon Department of Transportation
Bargain and Sale Deed with Oregon Department of Transportation for transferring Right of Way on Pruner Road Near Exit 103.

7. MISCELLANEOUS – Order Appointing a Drain District Justice of the Peace Pro Tempore
Order appointing Steve Miller, Candace Hissong, and Trissie Penland as a Drain District Justice of the Peace Pro Tempore.

8. MISCELLANEOUS – Discussion/Deliberation of Appointments of Members to the Humphrey Addition Road District.
Two vacancies exist on the Humphrey Addition Road District due to the death of Mr. John Barry and the expired term of Christina Hale. The vacancies were advertised with Douglas County media and two applications were received. Christina Hale wishes to be reappointed and Ervin Curry would like to be appointed.

9. MISCELLANEOUS – Discussion/Deliberation of Appointments to the Weed Advisory Board
The Weed Advisory Board currently has three vacancies due to the expired terms of Lawrence Williams and Stephen Trout and the retirement of Ken Bare. The positions were advertised and two applications were received. Lawrence Williams and Stephen Trout wish to be reappointed. Mark Epps applied in a prior recruitment that came before the Board May 27, 2009. At that time the Weed Advisory Board recommended that Mr. Epps be appointed when Ken Bare resigned in December, 2009.

The next regularly scheduled Board meeting will be held January 20, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
