APPROVAL OF MINUTES: January 5, 2011

CITIZEN COMMENTS ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Continued from December 8, 2010
On July 2, 2010 the Land Use Board of Appeals (LUBA No. 2010-004) remanded the County’s decision to adopt an amended population projection. On December 8, 2010, the Board of Commissioners held a public hearing on the proposed amendments to the Comprehensive Plan Population Element. The amendments are needed to address the issues on remand from LUBA. This hearing is to report on additional coordination and respond to input received since the December 8th hearing to the Board.

2. PUBLIC HEARING – Annexation of Property and Order Incorporating Territory
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” were signed on December 8, 2010, for the petition of annexation of property into the Douglas County Fire District No. 2. The petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures have been verified and there are no known objectors at this time. 3. BOARD OF COMMISSIONERS – Contract Extension
Fourth extension of the contract with Sandra Jackson for grant writing and coordination services. Contract will expire June 30, 2011.

4. FAIRGROUNDS – Annual Bingo License for the 2011 Douglas County Fair
Application to the Oregon Department of Justice for the renewal of the Bingo Gaming License. Proceeds are used towards the operation of the 2011 Douglas County Fair and a donation to the Elk’s Lodge. Cost for renewal is $40.00.

5. PARK AND BUILDING FACILITIES DEPARTMENT – Order Awarding Contract
The County received bids for the remodel of the truck bays at the Winchester maintenance yard for the proposed park shop facility on January 5, 2011. The responsible and responsive low bidder is Humbert Building Inc. of Myrtle Creek, in the amount of $59,508.00.

6. PUBLIC WORKS – Preliminary Order Approving Vacation of Property
Preliminary Order approving Vacation of Property without hearing of a portion of a dedicated road. Petitioners: James Ernest Allen and David P. & Lora D. Andrews.

7. MISCELLANEOUS – Reappointment to the Douglas County Park Advisory Board
The Douglas County Park Advisory Board currently has three openings due to the expired terms of Don Larson, Dick Swartzlender, and Jim Peterson. The vacancies were advertised with local media and three applications were received from the three members wishing to be reappointed. It is the recommendation to reappoint them with terms ending December 27, 2014.

8. MISCELLANEOUS – Amended Order for Board of Property Tax Appeals
Due to a typographical error in the recorded Order (Book 2010/Page 1110) the Order has been amended to reflect the 2010-2011 tax year.

9. MISCELLANEOUS – Reappointment to Springbrook Road District
A vacancy exists on the Springbrook Road District due to the expired term of Madeleine Smelcer. All residents in the District have been notified of the vacant position and Ms. Smelcer is the only applicant and wishes to be reappointed. Her new term would end December 31, 2013.

12. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board of Commissioners meeting will be held January 19, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
