PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on January 4, 2012.

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. JUSTICE COURTS – Appointing Pro Tem (Paul Meyer)
In the matter of appointing a Glendale and Canyonville District Justice of the Peace Pro Tempore. Glendale Justice of the Peace will Pro Tem for Canyonville Justice of the Peace and Canyonville Justice of the Peace will Pro Tem for Glendale Justice of the Peace.

2. JUVENILE – Intergovernmental Agreement (Aric Fromdahl) (STRICKEN)
This is an Intergovernmental Agreement between the State of Oregon and Douglas County for placement of youth committed to the Oregon Youth Authority (OYA) in the Douglas County Juvenile Detention Center’s 30-90 day Youth Care Center (YCC) Program. Since July 2011, OYA youth have been placed in the YCC Program under individualized contracts. This will eliminate the need for the individualized OYA client contracts. The charge for these services is $94.00 per youth per day.

3. PLANNING – Delegation of Authority Report (Keith Cubic)
Under the Delegation of Authority Order dated June 25, 1997, a periodic report on Delegated Responsibilities is required. The scheduling of this agenda item will provide for an opportunity to report on actions taken in administration of the County’s program on behalf of the Board of Commissioners during the Fourth Quarter of 2011.

4. PUBLIC WORKS – Order (Robb Paul)
Order authorizing purchase of herbicides from Helena Chemical Company. Purchase to be made from Oregon State Price Agreement #1406. Douglas County is authorized to purchase from ORCPP and purchase is exempt per LCRB rule 4.24 (“ORCPP” purchase).

5. MISCELLANEOUS – Reappointments to Salmon Habitat Improvement Program Advisory Committee (Robb Paul)
Two vacancies exist on the Salmon Habitat Improvement Program Advisory Committee (SHIP) due to expired terms. The Committee recommends the reappointments of Dave Williams and Ralph Huffman with terms ending January 30, 2014.

6. MISCELLANEOUS – Appointments to Central Safety Committee (Don Cherry)
Thirteen vacancies exist on the Central Safety Committee due to expired terms. The Committee recommends the appointments and reappointments of Rick Spaccarotelli, Parks & Building Facilities; Kathy Cross, Sheriff’s Office; Ernie Bundren, Information Technology; Cheryl Oelrich, DINT; Eugene Regan, Health & Social Servies; Elaine Lavington, Juvenile; Ann Schartz, Clerk’s Office; Randy Houston, Parks & Building Facilites; Karen Welty, Fleet Services; Mark Briggs, Public Works; Val Blanck, Public Works; and Mike Root, Sheriff’s Office with terms ending December 31, 2012.

7. MISCELLANEOUS – Reappointment to SE Booth Avenue Road District
One vacancy exists on the SE Booth Avenue Road District due to the expired term of Jerry McCarroll. Jerry McCarroll would like to be reappointed to a term that will expire December 31, 2014.

8. MISCELLANEOUS – Reappointment to Standley Estates Special Road District
One vacancy exists on the Standley Estates Special Road District due to the expired term of Edward Kahl. Edward Kahl would like to be reappointed to a term that will expire December 31, 2014.

The next regularly scheduled Board meeting will be held January 18, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
