3. ELECTION FOR CHAIRMAN OF THE BOARD FOR 2020

4. APPROVAL OF MINUTES for December 18, 2019 Meeting

5. CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY (Please Indicate Agenda Item #)

6. ASSESSOR – Refund (Heather Coffel)
County tax roll correction per ORS 311.205(1)(b)(c) resulting in a refund to R36446. Total refund amount including interest is $2,876.72.

7. COMMISSIONERS – Fair Board Appointment/Reappointments (Commissioner Kress)
Douglas County Fair Board recommends the appointment of Lisa Platt, reappointment of Paul Beck and reappointment of John Blodgett. All terms expire December 31, 2022.

8. COMMISSIONERS – South Coast Development Council Membership Dues (Commissioner Boice)
Douglas County Industrial Development Board recommends to pay 2020 Membership dues to the South Coast Development Council in the amount of $2500.00 with an additional contribution of $2500.00 for a total of $5000.00.

9. COMMISSIONERS – Veterans Advisory Committee Appointments (Commissioner Freeman)
Douglas County Veterans Advisory Committee recommends the appointments of Roy Brogden and Dawnetta Loomis. Both terms expire December 31, 2020.

10. LPSCC – Grant Agreement (Melissa McRobbie-Toll)
Grant Agreement between Douglas County and the Criminal Justice Commission (CJC) Justice Reinvestment Grant Program to provide $1,742,159.43 in grant funding for Residential Substance Abuse Treatment (RSAT) program; 3 RSAT deputies; 1 RSAT Liaison/Release Assistance Officer; .5 Specialty Court Prosecutor; Transitional Housing rental assistance for RSAT graduates; 1 Deputy District Attorney; and victims services through Battered Persons Advocacy and Douglas CARES.

11. PLANNING – Public Hearing (Joshua Shaklee)
Public Hearing on proposed Plan Amendment from (AGG) Agriculture to (RR2) Rural Residential 2-Acre & Zone Change from (FG) Exclusive Farm Use-Grazing to (RR) Rural Residential – 2 Acre on a 16.83+ acre property which lies within the Glide Urban Unincorporated Area (UUA.) Planning Department File No. 19-049.

12. PLANNING – Public Hearing (Joshua Shaklee)
Public Hearing for Annexation of property and “Order Incorporating Territory” to the Winston Dillard Fire District. (Chief Petitioner: C & A Properties)

13. PLANNING – Public Hearing (Joshua Shaklee)
Public Hearing for Annexation of property and “Order Incorporating Territory” to the Douglas County Fire District No. 2 (Chief Petitioner: Foster)

14. PUBLIC WORKS/Fleet – Contract (Scott Adams)
Contract #30000087 between Douglas County and Wire Works LLC to perform, as needed, maintenance, repairs, and services to the vehicles and equipment owned by Douglas County. Contract not-to-exceed $105,867.90.

15. PUBLIC WORKS – Contract Modification (Scott Adams)
Fifth modification of Contract #30282 between Douglas County and HDR Engineering, Inc. for seismic analysis and FERC compliance in regard to Galesville and Berry Creek Dams. This modification extends the term of the contract to December 31, 2020. Total contract amount is $86,712.00.

16. SENIOR SERVICES – Grant Agreement Amendment (Jeanne Wright)
First amendment to Grant Agreement #160507 between Douglas County and the State of Oregon, Department of Human Services, to reduce $8,120.00 in total funding of the biennial Older Americans Act (OAA).

17. SOLID WASTE – Agreement (Scott Adams)
Agreement between Douglas County Solid Waste and Green Sanitary District and the City of Winston.

18. TAX COLLECTION – Delegation Order Modification (Jessica Hansen)
Modification of Tax Collector delegated order (dated 4-20-17) to increase refund delegation from $2,500 to $5,000.

The next regularly scheduled Board meeting will be held January 15, 2020 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
