ELECTION FOR CHAIRMAN OF THE BOARD FOR 2014

MINUTES of the Board meeting held on December 18, 2013.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. ASSESSOR – PROPERTY TAX REFUNDS (Ali Vincent-lough)
Tax Refunds to: Silver Cloud LLC ($5,084.53), and Pepsi-Cola Bottling of Roseburg ($5,563.84).

2. FLEET SERVICES – ORDER AUTHORIZING PURCHASE (Mike Blanck)
Order authorizing purchase of one (1) new, four wheel drive Chevrolet Tahoe Police sport utility vehicle under the Oregon State Price Agreement. Vehicle is for the Sheriff’s Department. Cost: $31,769.10.

3. INFORMATION TECHNOLOGY – CONTRACT MODIFICATION (Kevin Potter)
Contract Modification with Silke Communications. Modifies the current cap of $25,000.00 to $50,000.00. Silke communications provide radio tower work at all 16 Douglas County radio sites, and includes system audits and repair work.

4. PARKS – MILDRED KANIPE MEMORIAL PARK MANAGEMENT RECOMMENDATIONS (Gary Groth)
The Mildred Kanipe Memorial Park Planning committee has developed a list of management recommendations for the park. The Douglas County Parks Advisory Board has voted unanimously to accept and forward all but two of the recommendations to the Board of Commissioners.

5. PUBLIC WORKS – AMENDMENT TO INTERGOVERNMENTAL AGREEMENT – (Robb Paul)
Amendment No. 1 with Oregon Department of Transportation Intergovernmental Agreement for Right of Way Services for Comstock Road: North of 6th Street – Page Avenue in Sutherlin, Oregon.

6. PUBLIC WORKS – REAL ESTATE OPTION AND ORDER ACCEPTING A WARRANTY DEED – (Robb Paul)
Real Estate Option and Order Accepting a Warranty Deed with Lone Rock Timber Investments MDB—Landco, Limited Partnership for the Acquisition of Real Property for the widening and realignment of Eagle Valley Road, County Road No. 389. Consideration: $3,308.00.

7. PUBLIC WORKS – ORDER ACCEPTING COMPLETION OF CONTRACT (Robb Paul)
Order Accepting Completion of Contract for culvert installation on five Mile Road, County Road No. 49 at milepost 9.7. The Contract has been completed and all requirements have been met. Benny Hempstead Excavation, Inc.: $111,028.05.

8. PUBLIC WORKS – ORDER ACCEPTING COMPLETION OF CONTRACT (Robb Paul)
Order Accepting Completion of Contract for Joe Hall Creek Bridge Replacement on County Road No. 1 at mile post 32.95. The contract has been completed and all requirements have been met. Deschutes Construction Corporation: $614,448.71.

9. SHERIFF – GRANT AMENDMENT (Wayne Stinson)
Grant Amendment to the Emergency Management Performance Grant #12-5011. The amendment increases our allotment from $139,051.00 to $151,546.00 and increases the award period from June 31, 2013 to September 30, 2013.

10. SHERIFF – CONTRACT EXTENSION (John Hanlin)
Contract continuation for Forest Service Deputy to patrol Forest Service land. Revenue: $54,500.00

11. MISCELLANEOUS – APPOINTMENT (Joe Laurance)
A vacancy exists on the Elkton Estates Phase II Special Road District due to the resignation of Paul Ellis. Martin Tomaselli would like to be appointed to fulfill the vacant position with a term ending January 31, 2015.

12. MISCELLANEOUS – APPOINTMENT (Joe Laurance)
Three vacancies exist on the Solid Waste Advisory Board due to expired terms. The positions were advertised with Douglas County media and one application was received. Larry Spielbusch would like to be appointed to a new term with the expiration date January 1, 2019.

13. MISCELLANEOUS – APPOINTMENT/REAPPOINTMENT (Joe Laurance)
Three vacancies exist on the Douglas County Fair Board due to the expired term of Todd Munsey and the fulfillment of maximum number of terms served by Mike Keller and John Dunn. The vacancies were advertised with Douglas County media and seven applications were received, one of which withdrew. The Fair Board recommends the reappointment of Todd Munsey to a new term that will end December 31, 2016; The appointment of Paul Beck to replace Mike Keller (representing the timber industry); and John Blodgett to replace John Dunn (representing member at large) with terms ending December 31, 2016.

14. MISCELLANEOUS – ORDER APPOINTING JUSTICE OF THE PEACE PRO TEM (Paul Meyer)
-- Order Appointing Carol Roberts, Justice of the Peace Pro Tempore in the temporary absence or incapacity of Candace Hissong, Glendale Justice of the Peace. Term ends December 31, 2014.
-- Order Appointing Candace Hissong, Justice of the Peace Pro Tempore in the temporary absence or incapacity of Carol Roberts, Canyonville Justice of the Peace. Term ends December 31, 2014.
Order Appointing Stephen Miller, Candace Hissong and Trissie Penland, Justice of the Peace Pro Tempore in the temporary absence or incapacity of Russell Trump, Drain Justice of the Peace. Term ends December 31, 2014.

ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held January 15, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
