ELECTION FOR CHAIR OF THE BOARD FOR 2013
MINUTES of the Board meeting held on December 19, 2012
CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. SECOND READING OF ORDINANCE NO: 2012-12-01 (Commissioner Laurance)
Second reading of Ordinance No: 2012-12-01 to authorize the County to enter into an Intergovernmental Agreement creating an association to promote, foster and advance community based renewable energy, to be known as Community Renewable Energy Association (CREA). If approved, the effective date is January 2, 2013.
2. BOARD OF COMMISSIONERS – Appointment of Library Director (Commissioner Robertson)
Due to the retirement of Max Leek, the position of Library Director was advertised. 12 applicants were screened for interviews and two applicants that met the qualifications were interviewed by a panel of 8 comprised of three Library Board members, two Library Foundation members, and 3 Library employees. The panel unanimously recommends the appointment of Harold Hayes as the new Library Director of the Douglas County Library System.
3. BUILDING FACILITIES – Contract Modification (Kevin Potter)
Contract Modification with OTIS Elevator Company for terminating Contractor’s obligation to service the Justice Building jail elevator. This will decrease the contract by $357 per month.
4. BUILDING FACILITIES – Contract with Simplex Grinnell (Kevin Potter)
Contract with Simplex Grinnell for fire system at the Health Department as part of the elevator modernization project. Cost: $30,531.00.
5. FLEET SERVICES – Bid Award (Mike Blanck)
Order awarding Power Ford of Newport, Oregon (Bid #031) for one (1) new ¾ ton, four wheel drive pickup with a short wide box and crew cab. The vehicle will be used for patrol on BLM lands within Douglas County. Cost: $26,741.00.
6. MISCELLANEOUS – Appointment of a Drain District Justice of the Peace Pro Tempore (Paul Meyer)
Order appointing Steve Miller, Candace Hissong and Trissie Penland as Drain District Justice of the Peace Pro Tempore in the event of absence or other incapacity of the Drain Justice of the Peace Russell Trump.
7. MISCELLANEOUS – Reappointment to Special Road District (Doug Robertson)
A vacancy exists on the Standley Estates Road District due to the expired term of Jake Szympruch. Mr. Szympruch would like to be reappointed to a new term that would end December 31, 2015.
8. MISCELLANEOUS – Reappointments to the Weed Advisory Board (Robb Paul)
Three vacancies exist on the Weed Advisory Board due to two expired terms and one resignation. The positions were advertised with local media and two applications were received. Lawrence Williams, and Stephen Trout would like to be reappointed to new terms that would end December 31, 2015.
