MINUTES of the Board meeting held on July 24, 2013
CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY
1. BUILDING – INTERGOVERNMENTAL AGREEMENT (Paul Meyer)
Third amendment to the Intergovernmental Agreement with the City of Roseburg for the Douglas County Building Department to provide building code administration certified building plan review, and field inspection services. Payment to Douglas County is based on a fee schedule for services performed.
2. COUNTY COUNSEL – GRANT CONTRACT (Paul Meyer)
Grant contract with Douglas County ADAPT for early intervention, prevention, and treatment services for alcohol and drug abuse. Funding provided from 2145 (40% Mental Health Tax apportionment) pass thru funds.
3. FLEET SERVICES – BID AWARD (Mike Blanck)
Bid Award to Landmark Ford/Lincoln of Tigard, Oregon for three (3) new mid-size, four door, four or all wheel drive sport utility vehicles.
4. HEALTH AND SOCIAL SERVICES – SUBRECIPIENT AGREEMENT (Peggy Madison)
Agreement with Umpqua Community Action Network for operation of UTrans Public & Paratransit Transportation. County Contribution for Fiscal Year 2013-14 is $27,814.00. Funding also comes from ODOT Federal and State pass through grants.
5. HEALTH AND SOCIAL SERVICES – DELEGATION OF AUTHORITY (Peggy Madison)*** POSTPONED ***
Order delegating authority to Peggy Madison to act as County Financial Assistance Administrator and Direct Contract Security Officer on behalf of Douglas County pursuant to Exhibit D of the State DHS Financing of Community Additions and Mental Health Services IGA 141409.
6. JUVENILE – AMENDMENT TO INTERGOVERNMENTAL AGREEMENT (Aric Fromdahl)
Amendment to the Intergovernmental Agreement between the State of Oregon acting by and through its Oregon Youth Authority which provides reimbursement to Douglas County for placement of youth to the Douglas County Shelter Facility to receive behavioral rehabilitation services. The amendment changes the daily rate for reimbursement from $129.94 to $134.67 per youth per day.
7. LAND – CONTRACT FOR AERIAL SPRAYING (Gary Groth)
Aerial spraying Contract with Applebee Aviation for summer site preparation and spring release treatments on 175 acres of County forest land. The contract term is July 1, 2013 through April 15, 2014 and the cost is $38.75 per acre.
8. LIBRARY – CONTRACT EXTENSION (Harold Hayes)
Second Contract Extension with Ingram Library Services, Inc. The Contract term is July 1, 2013 through June 30, 2015. Ingram Library Services, Inc. provides up to 44% discounts on library materials and processing components such as barcoding and adding property stamps and spine labels.
9. MANAGEMENT & FINANCE – DELEGATION OF AUTHORITY (Paul Meyer)
Order delegating authority to Jessica Pence to act on behalf of the Board of Commissioners for specific matters of the department of Management & Finance.
10. PUBLIC WORKS – CONTRACT AWARD (Robb Paul)
Contract with Bateson Enterprises, Inc., in the amount of $168,000.00 for the slide repair, Upper Smith River Road, County Road No. 37, mile post 2.83.
11. PUBLIC WORKS – ORDER AUTHORIZING PURCHASE (Robb Paul)
Order authorizing the purchase of one (1) new, landfill compactor from Peterson Cat of Eugene, Oregon under the National Joint Powers Alliance contract. Douglas County is authorized to purchase from the NJPA contract and this purchase is exempt from competitive bidding.
12. PUBLIC WORKS – REAL ESTATE OPTION AGREEMENT AND ORDER ACCEPTING PERMANENT EASEMENT (Robb Paul)
Real Estate Option Agreement and Order Accepting Permanent Easement from Charles B. Jones for the repair and maintenance of slide area on Upper Smith River Road No. 37 at mile post 2.83.
13. PUBLIC WORKS – SALMON HABITAT IMPROVEMENT PROJECT APPLICATION (Robb Paul)
Douglas Soil and Water Conservation District’s Salmon Habitat Improvement Program (SHIP) application for Yoncalla Diesel Spill Funds in the amount of $26,532.00 for the Becker Habitat Enhancement, Phase II project
14. SHERIFF – DOUGLAS TIMBER OPERATOR’S CONTRACTS (John Hanlin)
Contracts with local timber companies for patrol of their timberland for the following: Plum Creek Timber Co. ($6,081.00); Menasha Log Co. ($1,955.00); Rome Creek Timber LLC. ($9,110.00); MSHC ($1,436.00); Oxbow ($10,440.00); Roseburg Resources ($19,782.00); Giustina Resources LLC. ($760.00); Lone Rock ($8,417.00); Giustina Land & Timber Co. ($731.00); Seneca Jones Timber ($16,254.00); Oregon Department of Forestry ($4,366.00); Confederate Tribes of Siletz Indians ($826.00); Silver Butte Timber Co.
