MINUTES of the Board meeting held on February 6, 2013
CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. INFORMATION TECHNOLOGY – Charter Franchise Agreement (Kevin Potter)
Renewal of the existing cable franchise, effective June 13, 2006 between
Charter Communications and Douglas County for a term of 10 years. Revenues to the County currently amount to about $185,000.00/year. Due to the re-negotiation, revenues are expected to increase about $21,000.00/year.
2. PUBLIC WORKS - (Robb Paul)
Agreement, with Hatch Associates Consultants Inc., for the development of dam safety threshold and action level criteria for Galesville Dam. Cost: $28,222.00.
3. PUBLIC WORKS - (Robb Paul)
Contract with St. Vincent de Paul Society of Lane County Inc., for the transport of box springs and mattresses from the Roseburg and Reedsport transfer stations. Cost: $7.00 per mattress or box spring and $100.00 for transportation of each filled van trailer.
4. SHERIFF – Order Granting Contract-Specific Special Procurement (John Hanlin)
Order granting Contract-Specific Special Procurement request and Order authorizing Contract award of jail commissary contract to Keefe Commissary Network.
5. SHERIFF – Keefe Commissary Network (John Hanlin)
Contract with Keefe Commissary to provide commissary services to the Douglas County Corrections facility. Keefe is installing a kiosk for receiving money for inmates and a debit card system for inmates to use when purchasing commissary.
6. MISCELLANEOUS – Appointment to Salmon Habitat Improvement Program (Robb Paul)
A vacancy exists on the Salmon Habitat Improvement Program due to the death of Bob Hissong. The position was advertised with Douglas County media and two applications were received. The Committee unanimously recommends the appointment of Douglas Baily to a term that would end January 30, 2015.
7. MISCELLANEOUS – Reappointment to the Historic Resource Review Committee (Keith Cubic)
Two vacancies exist on the Historic Resource Review Committee. The positions were advertised with Douglas County media and one application was received. Betty Mack would like to be reappointed to a new term that would end December 23, 2016.

The next regularly scheduled Board meeting will be held February 20, 2013 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
